Personnel costs directly related to the project (unit cost based on the beneficiary’s actual data)
Indirect costs (15% of personnel costs)
Travel expenses: transportation, meals, accommodation (according to the public sector rate scale)
Material and immaterial investment expenses (based on actual costs)
Service provision: studies, expertise, etc. (based on actual costs)

According to Article 13 of the EMFAF Regulation, the following operations or expenses are not eligible:

Operations that increase the fishing capacity of a fishing vessel, unless otherwise specified in Article 19
Purchase of equipment that increases a vessel’s ability to locate fish
Construction, acquisition, or importation of fishing vessels, unless otherwise specified in Article 17
Transfer of fishing vessels to third countries or changing the flag to a third country, including through joint ventures with partners in third countries
Temporary or permanent cessation of fishing activities, unless provided for in Articles 20 and 21
Exploratory fishing
Transfer of ownership of a business
Direct restocking, unless explicitly provided for by EU legislation as a reintroduction or conservation measure, or in the case of experimental restocking
Construction of new ports or new fish auction halls, except for new landing sites
Market intervention mechanisms aimed at temporarily or permanently withdrawing fishery or aquaculture products from the market to reduce supply and prevent price drops or increases, unless otherwise provided for in Article 26(2)
Onboard investments required to comply with EU legislation in force at the time the support request is submitted, especially those related to obligations under RFMOs, unless provided for in Article 22
Onboard investments for vessels that have fished less than 60 days in the two calendar years preceding the application
Replacement or modernization of the main or auxiliary engine of a fishing vessel, unless otherwise provided for in Article 18
